RSES Monitoring

The ‘Monitoring Report’, monitors progress made in implementing the Regional Spatial and Economic Strategy (RSES) for the Eastern and Midland Region (EMRA) over the last two years.

In accordance with the requirements of the Planning & Development Act 2000 (as amended), the Regional Assembly has prepared monitoring reports for the Regional Spatial and Economic Strategy on a two-year basis following the adoption of the RSES in 2019. Monitoring reports for both 2021 and 2023 can be found below.

The purpose of these monitoring reports is to specify the progress made in securing the overall objectives of the RSES for the Eastern and Midland Region, including progress made by relevant public bodies and each local authority in the regional assembly area.

The reports are statutory documents and the Regional Assembly is required to submit its monitoring reports to the National Oversight and Audit Commission (NOAC). The legislation specifies that NOAC shall consider the monitoring report of the Regional Assembly and may make recommendations to the Minister in relation to relevant measures to further support the implementation of the RSES.

The information contained in the reports is an important resource for the Regional Assembly as it allows the Assembly to track the progress of the RSES over time. The monitoring reports are also relevant to the local authorities and public bodies, and indeed the wider public, in tracking progress relating to RSES implementation.

Regional Spatial and Economic Strategy 2019-2031 (RSES)

The primary statutory objective of the Strategy is to support implementation of Project Ireland 2040 – which links planning and investment through the National Planning Framework (NPF) and ten- year National Development Plan (NDP) – and the economic and climate policies of the Government by providing a long-term strategic planning and investment framework for the Region.
